conceivable means to undermine our publicity front in Shanghai and

tried to break it through piecemeal. It is urgent that the

Central Publicity Department should to do something about this

before the situation gets entirely out of control, instead of

procrastinating under a lot of complicated procedure of despatch.

The Kuo Ming Jih Pao in Hong Kong under the management of

Mr. Wu Teh-chen does not seem to be doing so well as it should and

in spite of its efforts to promote its circulation by offering the

readers free for a week and charging them at a ridiculous low rate

from them on, the sale is estimated to be no more than 4,000 copies

per day.

Its deficit has already exceeded the monthly allowance of

HK 4,000 from the Governinent. Since the Editor-in-Chief and some

members of the editorial board are men in my service, we are

having a more or less control over the paper.
